this morning, florida flooding. >> the pesky system parked over the panhandle. dumping up to two feet of rain. tropical storm warnings in effect right now for hundreds of miles of shoreline. divided decision. the supreme court rules on arizona's immigration law, keeping the most controversial part. new reaction from overnight. and fresh outrage by facebook users. a huge change involving your contact information. and playing with a lighter while gassing up. a lesson learned the hard way. good tuesday morning, everybody. we begin with that florida

rainmaker. tropical storm debby still parked in the gulf, turning much of the sunshine state into a soggy mess. >> the winds have been fairly tame. but floodwaters are swamping homes and cars. doing damage to properties. even opening up massive sinkholes. that rain is not going to stop coming down anytime soon. just an unbelievable picture right there. >> debby is right now creeping along at just four miles per hour. a slow-mover there. giving it time to soak the state even more. abc's tahman bradley has the latest. >> reporter: tropical storm debby's torrential rainfall is causing chaos for millions of floridians. this morning, a state of emergency remains in effect. debby is parked off florida's coast. and the fear is the drenching rain could top two feet over the next few days. >> she's sitting out there, turning. >> reporter: the conditions in the state have caused at least one death and forced evacuations. this coast guard video shows the rescue of a family stranded in their vacation home, airlifted

to safety. >> kind of like in a rollercoaster ride. your stomach kinds of flips. >> reporter: rain and windstorms have left thousands without power. one county south of tallahassee saw 20 inches of rain fall in the last 24 hours. near tampa, entire neighborhoods are submerged. >> i never thought the road i drive on every day, i would be paddling up and down it. >> reporter: debby caused this massive sinkhole. officials shut down the st. george bridge, which leads to a vacation island south of the panhandle. despite a barrage of rain and wind, some tourists in panama city stayed anyway. with the government's emergency declaration, florida can waive or suspend certain state laws to respond to the storm while neighbors are encouraged to care for each other. an urgent warning as the storm slowly marches across the florida coast.

tahman bradley, abc news. for the latest on debby's next move, we turn to accuweather. >> jim dickey, part of our extreme weather team, is tracking it all for us. >> good morning, rob and paula. tropical storm debby, sitting in place, just off to the west of florida here. the apalachicola area here, producing rain from monday. it's not going to be the wind. it's the flooding rainfall. many spots have seen upwards of a foot already. this is going to increase through the rest of the week. four to eight additional inches of rainfall. that's going to lead so historic flooding here in northern and central florida. rob and paula, back to you. >> thanks a lot, jim. abc's ginger zee has just arrived right there in the flood zone. she'll have live updates coming up on "good morning america." our other major story, the split ruling by the nation's highest court on arizona's controversial immigration law. the ruling upheld the show your papers provision of the law.

but it takes the teeth out of it, by prohibiting police officers from arresting people on minor immigration charges. with more on the mixed ruling, here's abc's karen travers. >> reporter: both sides are claiming victory after the supreme court's ruling on the arizona immigration law. going forward, arizona and the other 49 states can't make it a crime to be in the u.s. illegally. and they can't enact any laws that interfere with federal policy. it's a big win for the federal government. the court confirmed its sweeping power to set immigration law. that was the obama administration's main argument when arizona's republican governor, jan brewer, signed the controversial law two years ago. during oral arguments in april, the court seemed sympathetic to the challenges arizona faced with illegal immigration. justice anthony kennedy said, the state of arizona has a massive emergency with social disruption, economic disruption. residents leaving the state because of a flood of immigrants. for now, arizona law enforcement officials can continue to check the immigration status of every

person that is stopped or arrested. >> it's to determine whether you're in this country illegally. and if you have suspicion, i think that's important. we've been doing it anyway for four years. >> reporter: some arizona residents say the threat of racial profiling is still very real. >> it's scary for me to have that in the back of my head that i could be pulled over. even maybe deported. >> reporter: governor brewer claimed victory. >> the state of arizona and senate bill 1070 was vindicated. and the heart of the bill was upheld. >> reporter: but after arizona officials checked immigration status, there's little else they can do. the supreme court ruling means states still cannot deport illegal immigrants. only the federal government can do that. karen travers, abc news, at the supreme court. >> an important note there. and the court is saving its most controversial decision for last. the justices are expected to release a ruling on president obama's health care reform

thursday, which is the last day of the current session. some candid words from the head of britain's domestic spy service. he says there's, quote, a number of spies working against western interests right now. and abc news has learned that the u.s. and other allies are working on how to counter espionage from china. that british official promised that the upcoming summer olympics will not be an easy target for anyone seeking to do harm. and things are not looking good for the city of stockton, california. it could be the largest city to file bankruptcy. it negotiated with its creditors to restructure millions in debts. when the economy crashed, stockton was battered by foreclosures and less income from property taxes. on the campaign trail, president obama trades new england for the southeast today. before leaving new hampshire, mr. obama treating himself to a

hot fudge sundae. saying it wasn't his everyday thing. and not having ace cream every day only makes it taste that much better. i eat ice cream every day and i enjoy it. not sure about that theory. >> on this shift, you earned it. time, now, for a look at weather across the country on this tuesday morning. as we mentioned a few minutes ago, tropical storm debby brings more drenching rain and flooding to florida. drier in the northeast, with light rain in northern new england. showers in the pacific northwest and northern rockies. and some record highs from colorado down to the gulf coast. >> upper 90s in new orleans, omaha and colorado springs. triple digits in phoenix. 80s from the midwest to the northeast, as well as down to miami. and coming up after the break, seafood from japan's nuclear zone, now being sold in grocery stores. plus, orbitz outrage after the site recommend pricey hotels

if you got a mac, listen to this story. a travel website may be taking mcintosh users for a ride. orbitz often shows them more expensive hotel choices than windows users because they're more likely to spend more anyway. "the wall street journal" says orbitz does that by ranking them

higher in search results. the difference can be about 30 bucks on rooms that average about $100. the latest change on facebook is annoying its users again. the e-mail address and profile end in at facebook.com. but you can only reply to those addresses within facebook, requiring you to spend more time on the site. you can change your address back to what it was by simply editing your profile. but facebook is satisfying other critics by appointing its first woman to its board. it's sheryl sandberg. facebook has come under fire for its all-male board. but only about 16% of directors on all fortune 500 boards are women. overseas markets are down after the downgrade of more than two dozen spanish banks. tokyo's nikkei average was off 71 points today. hong kong's hang seng was up 42. in london, the ftse opened lower. on wall street, the dow falling

138 points yesterday. and the nasdaq index lost 56. there is some good news this morning for the housing industry. new homes sold last month at the fastest pace in more than two years. that's because there's a limited supply of homes for sale, as well as record low mortgage rates. but analysts caution, it is just one month. each new home built creates an average of three jobs for an entire career year. seafood off of japan's fukushima coast is on sale again. octopus and a marine snail have tested safe. there's radioactive contamination from flounder, sea bass and other fish. >> so glad the octopus is safe. >> don't like the octopus? >> don't like eight legs. like calamari, actually. >> fried it up. >> a little batter. next on this tuesday, an arrest overnight in a

i can depend on quicken loans. more than 3,000 firefighters are gearing up for another day on the front lines in colorado, with 6 huge wildfires now burning across the state. the largest near ft. collins has now destroyed at least 248 homes and scorched 130 square miles. there's growing fears that colorado's worst fire season in a decade could do some pretty heavy damage to the state's $5 billion tourism industry. now, for a look at morning road conditions. wet highways in the pacific northwest and northern rockies. debby's downpours are going to soak roads across florida, the alabama coast, as well as

georgia. and a slick ride, at times, in northern new england, from vermont to maine. >> and if you're flying today, it should be a pretty smooth ride. weather-related airport delays only expected in the city of miami. >> if only you had that information yesterday, when you flew back. >> would have saved me 12 hours. a bizarre crime drama has unfolded overnight, in a wealthy chicago suburb. >> bob hired a hitman to kill was wife. he was never charged in that case. now, he's been arrested for hiring a man to kill the first one. we'll have more on this developing story coming up later today on "good morning america." also this morning, a nationwide investigation into child prostitution is shining a light on the hidden child sex trade in america. abc news had exclusive access inside what the fbi called "operation cross country" with

raids in 57 cities. more than 100 alleged pimps are now under arrest. a record roundup of suspects. a georgia woman battling a flesh-eating disease is doing much better this morning. doctors have upgraded aimee copeland's condition from serious to good. the 24-year-old graduate student contracted the bacteria when she cut her leg during a zip line accident nearly two months ago. her left leg, right foot and both hands had to be amputated. and alabama congressman jesse jackson jr. has revealed he's been on medical leave for the past two weeks. his office says jackson is suffering from exhaustion. that revelation caught a whole lot of people by surprise, since the office has sent more than 16 press releases in the last 14 days. none of which mentioned any medical problems. and some sports news this morning. an estimated 400,000 fans lined the streets of miami, of course, to salute the new nba champion heat.

comfort from good, old dad. but maybe not always. >> we love this. little grace elizabeth probably had no idea that her dad would end up shrieking like a cheerleader when she asked him to join her on the barn stormer ride at dollywood. as you can see, little grace is having a blast. she's brave. but dad -- >> yeah. dad losing himself. well, despite all of the high-pitched squeals, though, to his credit, dad did not turn down his lovely, little girl when she asked him to take one more ride. he did a good thing. >> dads will do anything for the little girls. we know so many things can go wrong on a wedding day, right? in bride and groom probably never thought of this one. >> they and their wedding party were nicely situated for pictures by a lake in michigan. they were posing when the dock gave way there. fortunately, the water wasn't very deep. no one was hurt. and everybody took it in stride.

updating the top stories. tropical storm debby is still stalled in the gulf this morning, unleashing downpours and flooding across florida. some spots could see more than two feet of rain. the supreme court says arizona can continue to enforce the show your papers portion of its controversial immigration law. but the high court did strike down most of the law as unconstitutional. and rescuers at the scene of the mall collapse in ontario, says there's signs a survivor remains in the wreckage. aside gr debby's showers, from portland to seattle, in the northern rockies, another day of record highs from colorado to texas. we also have showers in northern new england. and finally on this tuesday, you may have seen that heartwarming video of a mother

bear helping her cub escape from a suburban garage. >> so, whose was the steady hand behind that camera? well, we find out from reporter george warren of our station in sacramento. >> reporter: if you stumble upon a bear in your garage, you would likely move quickly in the opposite direction. a lady who lives on this street happens to be a nature photographer. when she saw a bear in the garage, she left just long enough to grab her camera. >> the baby bear is crying and up on the track of the garage over here. i'm like, oh, no. this isn't good. i started videotaping. and all of a sudden, the door starts coming up. maybe a foot. and it would drop back down. it would come back up and drop back down. i thought, aha. that's how the baby got in. momma was probably trying to lift that door to come into the garage because of the garbage. and he probably ran right in and it slammed shut. >> reporter: with a frantic mother bear on the other side of the garage door, judy coover
